" Storage & Distribution

Course Description: This module presents the varying operation of water storage systems and distribution piping. The distribution and storage systems are the unrecognized backbone of any water system. However, due to its inconspicuous nature, problems are seldom realized, and maintenance is seemingly nonexistent. The fact is that most bacteriological contamination takes place in the distribution system. This alone should be enough to warrant prudent maintenance of piping and valves, and storage tanks in the system. Through purposeful flushing procedures and adequate planning, system downtime can be minimized, and water quality can be improved. This workshop will give participants the information and resources they need to understand proper operation and maintenance of their storage and distribution systems.

JOHN HAMNER, Small Utility Consultant – Environmental, has 28 in operations and management and/or experience teaching classroom workshops on water and wastewater utility technical, managerial and financial topics. John holds a Grade 3 California Water Treatment Operator Certificate, a D3 Water Distribution Operator Certificate, a Grade 3 Wastewater Certificate and is a Water Conservation Practitioner I (CA/NV AWWA). He has managed and operated water and wastewater systems in Mendocino County and Lake County, California. He teaches water and wastewater classes for Woodland Community College at its Clearlake campus and has worked for RCAC for nearly 22 years.

"Asset Management for Public Infrastructure" 

Presented by Joseph Ortega and Carlk Valdez with Precision Concrete and Cutting

Course Description: Dangerous Conditions of Roadways claims (streets) for agencies result in losses of millions of dollars in recent years. Effective management of right-of-way assets, including sidewalks, street signs, storm drains, ADA curb ramps, signals, light poles, and other infrastructure can enhance public safety and reduce an entity’s exposure to dangerous conditions of public property claims. To help public agencies to use data to manage risk and reduce claims in the Right of Way, many public agencies have partnered with  Dataworks Right of Way Asset Management, an affiliate of Precision Concrete Cutting Northern California. 

 Speaker: Joseph Ortega is the Vice President of Dataworks Right of Way Asset Management. Dataworks is a condition assessment, data collection and data analytics company who is an affiliate of Precision Concrete Cutting of Northern California.  Joseph is a long-time leader of the MSA, is a Past President of the MSA NCVC Chapter, and honored with the Stellar Vendor Award (the highest award presented to a Vendor in the MSA) in 2021.  Joseph is an active leader and Past President of the APWA Norcal Chapter.

 Speaker Carl Valdez worked in Public Works with Cities for over 30 years before joining Precision Concrete Cutting and DataworksRight of Way Asset Management.  Carl is a long-time MSA leader, serving 10 years on the Executive Board including President in 2016, Past President of 3 different MSA Chapters (including the Redwood Empire), Past President/Chair of the Foundation of the MSA, and received the Peter Walsh Award (the highest award of the MSA) in 2017.










“Landscape and Turf Management”  

Presented by Kat Knecht and Rika Gopinath


Course Description: Kat Knecht from Marin County Parks will be presenting this course and it will include 1 hour of laws and regulations continuing education units from the department of pesticide regulation, and 1 hour of other continuing education units. This course will focus on pesticide handler safety, and would be appropriate for those looking to renew their application license, as well as those who would like to refresh their practice as a pesticide applicator. Additionally, there will be a focus on organic turf management, which will be presented by Rika Gopinath from Yardsmart Marin and beyond pesticides. 


Rika and Kat have worked closely together to implement pesticide reduction goals in the county of Marin.  


"Air Valves: Why we need them" 9:00-10:00am

 Course Description: This class is going to go over the purpose and benefits of air valves, problems and solutions, types of air valves and energy savings.

Course Description: In these sessions, Principals Terry Madsen and Brian Brown will equip municipal leaders with the knowledge to make informed and strategic decisions that align with community needs. An overview will be provided of revenue and funding tools available to local municipalities, helping guide funding decisions for projects, services, programs, and departmental needs. Topics covered may include:

  •       User and Regulatory Fees

  •        Special Financing Districts

  •        Utility Rate Studies

  •       Cost Allocation Plans

"Maintaining Distribution Water Quality Using System Maps, Valves, and Flushing ”

Course Description: Public water systems are required to have valve exercise programs and flushing programs for the maintenance of their distribution system and to protect water quality. This presentation will cover:

• How to use, test and update water system maps

• Valve types and their uses in the system

• Benefits of a valve turning program

• How to create and execute a system wide flushing program and dead-end program

Samantha Ryan is a D2, T2, , WW3 operator that has spent 16 years in the water and wastewater industry.  This includes 5 years of working operations at a D3 water system that has 12 water booster pump stations and 16 water storage tanks, located throughout 5 interconnected elevation zones


 "Pavement Preservation  " 

Presented by George Bradley 

Course Description: George Bradley has over 45 years of service in Public Works and road maintenance.  Started with the City of Anaheim as a laborer, worked through the ranks with the City of San Luis Obispo and retired as Streets & Drainage Manager with the City of Lodi.  An active member with, Maintenance Superintendents Association (MSA) for over 40 years, American Public Works Association (APWA) for more than 20 years.  Additionally, member of the Western Regional Asphalt Pavement Preservation (WRAPP) formerly the California Chip Seal Association (CCSA,) and County Engineers Association of California (CEAC).  Past participant with the Pavement Preservation Task Group (PPTG) since conception, both as local agencies and industry members.

After retiring from Lodi, worked as a sales representative in Central and Northern California for Petrochem Manufacturing Innovations and then with Telfer Pavement Technologies.  These 8 years provide me with great opportunities to meet industry folks and learn so much more about pavement preservation.

Served on the E-Board as NCVC Delegate, 2000 E-Board President.  2001 Peter Walsh Recipient, Served a couple of years as the Education Director for MSA in 2018 & 2019 for online Public Works Specialist program, since 2018 to date serving as an instructor.   Active member in North Central Valley Chapter. 

The “Pavement Preservation” workshop he will share will cover every aspect of pavement preservation.  Discussing fog seals, crack seals, slurry, microsurfacing, many different types of chip seals, scrub seals, cape seals, rubber chip, fabric & grid interlayers, and Bonded Wearing Course.

Afternoon Session: Revenue Tools in Action and Key Considerations



"Unhoused Encampment Abatement Solutions" 

Presented by Andy Dobbs and Diego Gamarra of Servicemaster Restoration

Course Description: In this Session, ServiceMaster Restoration Services will provide the steps needed to properly conduct these types of jobs, the communication needed between multiple entities and will provide our professional opinion and advise on the best ways to handle the sensitive issue of homeless encampment abatement projects. We will inform participants on the current situation of the homeless populations in CA and explain the additional risks caused by these populations.

We will also discuss the benefits of partnering with a vendor to properly and safely conduct the encampment abatement projects. The goal of this session is to educate participants about the issues surrounding the sensitive topic of homeless encampment removal. At the end of the session participants should be informed of all the factors, be able to better decide if it is worthwhile to utilize a vendor for these services and better understand all the potential risks related to these encampment abatement projects.

The participants will be provided hand-outs, case studies, important laws and our presentation.

 

Andy joined ServiceMaster in February 2016. In his current role as National Account Manager, he focuses on his partnerships with public entities including but not limited to cities, counties, specialty districts and schools throughout California. He most notably created the specialized homeless encampment abatement program for ServiceMaster Restoration Services.

Diego started his restoration career as an Assistant Technician at ServiceMaster in 2013. Since then, he has been a crucial part of the company’s growth, always having a “yes we can” attitude. Diego has gained well-rounded experience in a range of projects over his career. He works together with clients and project-related personnel on coordination, scheduling, and implementation of the details in order to successfully complete a project. His ability to manage the sequencing of a project, coupled with strong client relationships, makes him a positive addition to any project team.
